The 20 million cost is NOT a result of the fish kill no matter what they tell you. The stormwater regulations have been at least 10 years in the making and estimates of 20 to 40 million have been talked about to Mayor Lawler and to the Boaard of Works for at least 5 years. Anderson WPC had NOTHING to do with causing the fish kill. An argument can also be made that they did report it in a timely manner because of the way the NPDES permit is written. It is well known that DNR knew about dead fish before anyone else. Therefore even the timely reporting issue is debatable. The bottom line? Anderson should have never accepted the consent decree and the Mayor shouldn't have refused to levy fines on Guide.
