Pine Road on Minds of Commission

By Anthony Gadson

PLYMOUTH A subcommittee of the Plymouth Re-development Commission met Monday to discuss developing an economic development area at Pine Road.

Dave Miller presented his proposal to Don Wendel and Rex Crump of the Redevelop-ment Commission, to city department heads and to property owners. He listed the reasons for asking to have the location declared a Tax Increment Finance area.

This will be good for the community, property owners and city departments to be a part of this, Miller expressed.

Miller and the Van Vactor family, along with other private property owners in the area, have been working to have the city designate the area as a TIF, in order to receive financial help. Even though the project would benefit the developers, Miller also said the proposal was set up to help the city.

Miller wants the city to look into the future and see how the TIF would benefit the city with more jobs and a better cost of living.

We are trying to trying to move things forward, Miller said.

Millers proposal has al-ready been brought before the redevelopment commission twice, prompting Wendel to form the subcommittee to discuss the topic.

We are really looking for input, Wendel said. That is why I have invited the property owners, the mayor and others.

Included in Millers proposal, was a list of projects that would be done if the TIF is implemented.

Among the projects:

Extending water and sewer lines in three different locations (from the west end of Miller Drive south to the south side of Lincoln Highway, from the east end of Miller Drive to east to Walter Glaub Drive and from the west end of Gary Drive west and north to the west of Commerce Drive);

Extending roads (west end of Miller Drive to east to Walter Glaub to Lincoln Highway, from the east end of Miller Drive east to Walter Glaub Drive and from the west end of Gary Drive west and north to the west end of Commerce Drive);

Installing sidewalks and bike paths along the improved roads;

Creating a Fund for Park Improvements for land donated to the City at three locations;

Acquiring an existing roadway, water and sewer infrastructure.

The existing roadway is owned by Miller and the Van Vactor family. They built the infrastructure for $2 million. They are hoping the city will purchase it from them at a price of $700,000.

Someone may ask, Why would the city pay for an infrastructure already in place? Miller asked those in attendance. Because they would be getting a $2 million infrastructure for $700,000.

The proposed plan would cost approximately $2,905,229, If the city implements its third TIF area, it would be the second at the U.S. 30 location.
