School board to seek bids for Carter Field work
by Tom Boyle

School directors on Monday unanimously agreed to go out to bid on the Carter Field renovation project.

Among the work that is to be included in the project are the installation of more accessible bleachers, a new building which will house a visiting locker room, handicapped accessible restrooms, a concession stand and storage for equipment at the south end of the field. In addition, a new press box which is estimated to cost $76,840 is slated to be installed at the field.

The district has committed $800,000 to the project. The funding for the press box is expected to be raised through donations from the community.

The field, which is a well-known landmark of the Titusville community, was given to the district by Col. John J. Carter in 1901. Over the years a grandstand was built, fencing put in, ticket booths, lights and bleachers installed.

Much of the money for these projects was donated by local civic organizations. In 1967, the press box, score board, new bleachers and public address system were added to the Launch Pad.

Board member Ralph Chip Osborn commented that the main issue with the renovation project is safety. Safety must be number one on the list when bids are received, Osborn said to the board.

Under personnel the board approved the hiring of Melinda B. Urquhart, as secondary school psychologist and Kenneth G. Neely as a custodian. Matt Kingen and Ed Myer were hired as Leisure Services personnel.

Under information from superintendent and staff, officials discussed a meeting scheduled for Saturday, Jan. 22, at the Venango Technology Center in regard to Act 72, which is the Homeowner Tax Relief Act. I hope we can hear the presentation and discussion...then share expectations and come up with a consensus, said School Board President Dwight Proper.

In a related item, the board agreed to invite Dan Brockett from Penn State to come to Titusville to discuss Act 72. Acting Superintendent John Reagle said he will get the dates for the proposed informational meeting, which will probably be held at UPT.

Also under Act 72, Kim Heller, business manager, said the district did the second mailing for the applications qualifiying the homeowner for the tax relief.

Heller said the response rate so far has been 49.7 percent.

It was announced this years Relay for Life will be held the weekend of June 18-19 at the Myer Complex due to the renovations at Carter Field.

As an update to the superintendent search, the district has received eight resumes with the closing date for applications on Friday. My own goal, said School Board President Dwight Proper, is to have a person hired by April 15 so the new superintendent can blend into the district in a timely manner to assume duties by July 1.
