Titusville Redevelopment Authority welcomed Char Ruot to her first meeting as a member Monday. She was recently appointed to a five-year term with the authority and takes the place of Anthony Nasralla who did not seek re-appointment after his term expired.
With the new appointment came a minor re-organization, as Nasralla last served as TRA secretary. Jon Edwards, formerly the assistant secretary/treasurer was voted to take Nasrallas place while Ruot was elected assistant secretary/treasurer.
The main topic of the meeting centered around the 2005 Community Development Block Grant (CDBG) application submission resolution. CDBG provides eligible communities with direct grants to allow for the expansion of affordable housing opportunities and for the rehabilitation of community facilities. TRA compiled a slate of projects for which funding is requested. City Council will review the application and approve the projects it deems appropriate. As it stands at $469,343, the resolution is approximately $100,000 in excess of the citys allocation for the year. J. Michael Allyn, TRA executive director, said council will pare back the list and make the final determination as to what projects will be funded under the 2005 CDBG application.
The following comprise the list of proposed projects and estimated costs:
n Housing rehabilitation, $50,000
n Creation of handicapped-accessible curbs, $25,000
n Storm-sewer project at Gayle Street, $28,750
n Housing demolition, $20,000
n Titusville Senior Center project, $55,000 (includes handicapped restrooms, ramps and doors)
n South Side streets reconstruction, $124,093 (West Bloss and South Franklin streets)
n TOP buildings 88 and 93 demolition, $100,000 (was in 2004 application but bids were over budget due to asbestos removal)
n Administration, $66,500 (includes audit and pre-agreement costs)
Allyn emphasized the use of city workers rather than contract workers in the undertaking of the projects, noting this action helped to scale back the costs involved.
The scope of these projects has been dramatically reduced by having city workers do a number of these projects, Allyn said. Were paying for materials only on these.
TRA approved the resolution. Before City Council makes an official decision, two public meetings will be held at which time members of the community will be offered an opportunity to learn more about the projects.
