Proposal could put town hall meetings on agenda

City Manager Mary Ann Nau plans to present a proposal to change the schedule of city council meetings to include a regularly scheduled town hall meeting during which local residents can discuss their city-related problems and concerns with officials and department heads.
Nau discussed her preliminary proposal with council during a work session Monday at City Hall.
She said she has approached department heads with the idea and they are willing to participate in such meetings.
The format would call for those attending to state their names and explain their issues of concern. Nau said it might be necessary to change the meeting site to Benson Library.
Nau noted that the mandated sewer system improvement is winding down as has work on updating ordinances. She sees an opportunity for council to have one work session, one voting meeting and the town hall meeting each month.
Councilman Robert Mayer said he believes the town hall meeting concept is a great idea and a way to get the right information out to the public.
Nau said the sessions would help to combat any misinformation disseminated through the Soapbox column. (The Soapbox is a weekly feature in The Herald in which writers give their opinions and comments on current issues. They do not have to sign their names.)
Council member Bonnie Hull suggested the time of the town hall meetings could be changed to 6 p.m. rather than 5:15 p.m. because some people might not be able to make the earlier sessions. Nau said that if necessary the town meetings could even be held on Tuesdays or Thursdays.
Also during Mondays work session, Nau said bids likely will not be in from PennDOT until May on Main Street paving costs. She said the city will need to work from a ballpark figure prior to that time in order to look at financing options.
The city manager reported on current openings on city boards and commissions as follows:
n Board of Health, two openings. Term dates expire Jan. 1, 2009 and Jan. 1, 2010. Five-year terms. Members are residents of the city except in case of physicians, who must have an office in the city. Meet as needed.

n Planning Commission, two openings to fill unexpired terms. One term expires Jan. 1, 2007, one term expires Jan. 1, 2008. Members must be a resident of Titusville. Meet on the second Wednesday of each month and hold work sessions on the fourth Wednesday of each month unless otherwise advertised. Meet at City Hall at 4:15 p.m.
Council will hold a voting session next Monday at 5:15 p.m. at City Hall. Council meetings are open to the public.
The agenda will include regular reports from the manager as well as from departments and boards and commissions. There will be an appointment to the Civil Service Commission and to Leisure Services Board.
Pay requests and requisitions connected to Phase II of the sewer upgrade will be on the agenda as well as action of a World ConnX Domain hosting agreement for the citys Web site.
